According to TMZ.com, the 16-year-old Bieber and the 18-year-old Gomez held hands in an International House of Pancakes in Philadelphia on Wednesday.
The singers, who haven't copped to a romance but have been spotted looking friendlier and friendlier in recent months, were photographed leaving the restaurant arm-in-arm.
Both were in town to perform at Q102's annual Jingle Ball, which features a star-studded roster of performers in a holiday-themed concert.
In a HollywoodLife.com video shot at the Dec. 5. Jingle Ball concert in Los Angeles, Gomez called Bieber "one of my best friends."
"Love him," she said. "I would do anything for that kid."
